As the leader of the non-profit organization, Luis works with the volunteer board of directors (made up of member contractors), on government compliance training for the petrochemical industry. More recently, Luis has spearheaded the organization's "workforce development" initiative by improving the overall quality of the training provided at the Safety Council.  Beginning in July 2016, ITI opened a hands-on crane, rigging, lift planning, and load handling training center at HASC's Pasadena Campus, as part of the Workforce Development Program.
